Is it even legal to release medical health records?

And we all know that the #1 drug pushers are the government schools (just stand in line with the school nurse to get your drugs).
This report says 6.1% of American children are being treated for ADHD with medication.
This mental health expert says that the psychiatric drug use by school shooters merits federal investigation.
