Idaho House approves bill to cap Medicaid eligibility, impose work requirement

House lawmakers approved a controversial Medicaid sideboards bill on a 45-25 vote Thursday. 

The legislation caps eligibility for expanded Medicaid at 100 percent of the federal poverty level, rather than the 138 percent voters approved in the Proposition 2 expansion initiative. It also imposes a mandatory, 20-hour-per-week work requirement, as well as other restrictions and conditions.

Reps. Mike Kingsley, R-Lewiston, Bill Goesling, R-Moscow, and Caroline Troy, R-Genesee, opposed the bill. Reps. Thyra Stevenson, R-Lewiston, Priscilla Giddings, R-White Bird, and Paul Shepherd, R-Riggins, supported the measure. 

The bill now heads to the Senate for further action.
