The battle for students at some colleges has gotten so hot that some are willing to match tuition at rival schools

Public universities in Michigan, South Dakota and Nebraska allow students from out of state to pay as if they lived in-state, even though out-of-state tuition is usually two to three times that of in-state, according to The Wall Street Journal. Local high school graduate populations have been dwindling, and many private schools face a perception that they are not as affordable.
